JOB TITLE: ELECTRICAL AND INSTRUMENTATION ENGINEER
KEY RESPONSIBILITIES:
- Ensure that E&I systems are maintained in accordance with the ISP Written Scheme of Verification.
- Actively participate in HSE activities, e.g., toolbox talks, risk assessments, safety meetings, etc.
- Responsible for the annual testing of the fire and gas system and emergency shut-down system to the satisfaction of the certifying authority.
- Responsible for becoming technically familiar with ISP E&I control systems, equipment and manuals.
- Provide on shore technical back up and assistance in the case of an emergency.
- Responsible for identifying where or when the ISP could be at risk by the exposure to obsolescence, or the failure to meet performance standards.
- Assess impact of HSE safety notices upon ISP and advise accordingly.
- Review and risk assess all E&I modifications.
- Maintain compliance with company policies and procedures.
- Support Operational Risk Assessment against E&I related Performance Standards equipment.
- Develop in-house engineering for E&I control systems modifications where appropriate.
- Develop and supervise third party work scopes in a safe and timely manner.
- Responsible for the upkeep of shore-based documentation, manuals and electronic files and databases.
- Responsible for collating data and the revision of all asset drawings to as-built standard. Liaise with DCC for update of such revisions.
- Ensure associated E&I engineering changes on the ISP are registered, controlled and carried out in compliance with the appropriate authorities, procedures and safe working practices.
- Responsible for the updating of associated E&I engineering records, reports, databases and filing systems.
- Responsible for the mobilization of specialist vendors for annual assurance activities in accordance with certifying authority requirements.
- Identify non-conformances in the operation of ISP control systems.
- Assess the impact of third-party electrical equipment upon ISP.
- Liaise with third party and specialist vendors.
- Liaise with ISP operations on a daily / weekly basis.
- Familiar with IEC and BS relevant standards.
- Asset focal point for Engineering MOC.
- Asset focal point for digital transformation.
- Owns E&I budget items. Responsible for planning and approval of spending against budget within level of approval.
- Own PMAs and PMs associated with E&I equipment.
- Undertake planned and unplanned E&I work scopes on ESD and F&G systems, hazardous area equipment, power generation, telecommunications, navigation and electrical equipment.
- Periodically review completed maintenance work orders to ensure that they remain suitable and identify non-conformances.
- Responsible for developing the E&I spare management strategy to fall in line with ISP life cycle requirements.
- Periodically review OEM/vendors in order to identify ISP exposure to obsolescence or restrictions due to lack of vendor resource.
- Periodically review maintenance regimes and strategies.
- Sourcing spare components, equipment, and alternative OEM/vendor resources.
- Asset focal point for collation of monthly maintenance data for inclusion in monthly reporting.
- Responsible for highlighting to the Operations Superintendent and/or the Rig Manager any omissions, errors and potential improvements with regards to E&I systems.
- Competence assessment of the E&I Engineer will be carried out by the Electrical and Instruments TAs.
- Technically supervises and advises ISP operations on a daily and weekly basis, determines E&I maintenance strategies and assurance procedures. Co-ordinates dock visit E&I work scopes and supervises third party vendors and/or contractors.
- Under broad supervision from Operations Superintendent, the E&I Engineer provides technical advice, back-up and support to the ISP operations team on a daily basis.
ESSENTIAL QUALIFICATIONS AND SKILLS:
- Basic Offshore Safety Induction and Emergency Training course and OGUK medical
- Relevant years’ experience in the offshore industry as an E&I Engineer or related role.
- Qualified in Electrical or Instrument Engineering to HNC level with relevant vocational experience or hold degree in Electrical or Instrument Engineering
- Knowledge and understanding of appropriate standards.
- Knowledge of emergency response systems and philosophies
- Knowledge of fire and gas systems
- Knowledge of IEC legislation and BS.
- Understanding of safety related ESD/F&G systems
- Understanding of electrically certified equipment in hazardous areas
- Understanding Written Scheme of Verification assurance activities
- PC proficient in 'Word', 'Excel' and 'Microsoft Project'
- Permit to work system awareness.
- STOP/START and/or Synergi awareness.
- Experience of fully automated machinery and electronically controlled systems
- Dock yard or fabrication yard experience
- Experienced in operation of jack up vessels and associated power management and F&G systems.
- Willing and able to work unsupervised.
