JOB TITLE: Engineer I - Construction (Structural)
Responsible for:
A Fabrication Structural Engineer for HVAC and HVDC platforms ensures that the offshore structural components are fabricated to the highest standards of safety, durability, and precision.
Responsible for the completion of allocated scope of work (project-related fabrication and structural) within schedule and budget requirements and as advised by construction manager.
- Supervise personnel for the intended scope of work to ensure completion to schedule, quality and budget. Ensure optimum performance from allocated subcontractors that conforms to original plans and specifications, while administering good construction safety practices with all on-site activities.
KEY ACCOUNTABILITIES:
General:
- Responsible for the implementation of construction work processes, project procedures and instructions within assigned operations.
- Ensure subcontractors are working with latest issued documents and drawings. Review IFC documents and resolve discrepancies, raise technical queries for clarifications on IFC deliverables in coordination with field engineering team.
- Coordinate with Client representative to solve any potential or actual problem across its disciplines as encountered at the project site and liaise with engineering disciplines / project execution team to find alternative and corrective actions.
- Participate in scoping sessions with subcontractors (awareness of workface planning)
- Provide support to Planning. Analysis and forecast of the ongoing activities.
- Plan for the three weeks look ahead schedule to identify jobs that need to be completed and the resources which would be required for deployment for timely completion of the job.
- Reviews subcontractor deliverables like Fabrication / construction execution plan, procedures / method statements and other related activities and make sure they are complying to project requirements.
- Monitor construction productivity & responsible for implementing PPC (Project Production Control i.e. monitor daily construction details and daily progress) in his area.
- Monitor the activities of subcontractors to ensure compliance with specifications and procedures and with the project objectives for safety, quality, productivity, schedule and cost. Provide solutions to subcontractor’s problems in order to achieve the successful execution of the project.
- Participate in daily progress meetings with subcontractor fabrication works, review the daily progress and identify deviations from planned works and inform immediate supervisor.
- Orders materials and schedule inspections as necessary throughout the process.
- Participate in Go/NoGo meetings and ensure checklist is completed and approved prior to start of critical activities.
- Ensure adequate storage and preservation of structural material before and after installation. Ensure that the material handed over to the Subcontractor is controlled, preserved, and issued for the intended purpose.
- Promotes job site safety, encourage safe work practices, and rectify job site hazards immediately. Regularly participate in HSE meetings, toolbox talks, and daily jobsite walks and keep a meticulous record of these.
- Prepare reports & forecasts relating to construction progress, job manpower forecasts etc.
- Support in QinC initiative by ensuring Subcontractor’s are Building Right First Time inline with latest IFC, approved ITP’s and inline with codes and standards. Shall be able to generate or modify ITRs / Check sheets for construction. Ensure subcontractors are maintaining the ITR records in a systematic way.
- Supervises completion of a final punch list. Ensure that all punch items are timely closed.
- Provide inputs of lessons, constructability issues, best practices in construction Observation Form.
- Support subcontracts in accurate quantity reporting.
- Aware of subcontract agreement and challenge every Site Instructions.
- Shall aid subcontract teams with review of invoice approvals and billing from subcontractors in accordance with BOM utilization.
- Serves as a coach and mentor for site supervisors.
Ensure competency check of construction supervisor and subcontractors, ensure personnel are qualified and competent to perform allocated tasks, have valid certification, where required.
Discipline Specific:
- Develop fabrication strategies for large steel structures such as topsides, jackets and work with subcontractor on the Fabrication Execution plan and follow the fabrication and erection sequence and built methodology.
- Review and approve job and task specific method statement and Job Safety Analysis ( JSA/JHA).
- Prepare Daily progress report and Weekly progress report.
- Review and participate in preparation of Procedures, Execution plans related to structural activities.
- Understand approved for construction drawing and shop drawings and assembly sequences.
- Review and understand 3D model to ensure fabrication feasibility.
- Aware and understand advance work packaging.
- Aware and understand Project schedule and milestones.
- Aware and understand Mechanical Completion system and Construction ITR’s (Inspection Test Record).
- Verify materials (e.g., high-grade offshore steel, corrosion-resistant alloys) according to offshore standards (e.g., DNV, ISO, NORSOK).
- Understand and aware of Welding Procedure Specifications (WPS) for offshore structural components, of Inspection Test Plan (ITP).
- Supervise cutting, welding, and assembly operations in fabrication yards, ensuring adherence to project quality and safety standards.
- Ensure all fabrication processes comply with offshore structural standards:
- Ensure and understand structural inspections, including Non-Destructive Testing (NDT), visual inspections, dimensional checks and control.
- Understand QA/QC procedures during fabrication (e.g., weld traceability, fit-up records, material certificates).
- Aware and understand the requirement of the painting and coating specification and the application in terms of blasting and painting.
- Coordinate with electrical, mechanical, piping, HVAC, architectural and systems engineers to ensure all structural interfaces (cable trays, transformers, HVAC systems, etc.) are accounted for.
- Coordinate with weighing and load-out team and support in preparations works.
- Understand and participate and support in review and checks of lifting plans and transportation within the yard (SPMT, transporter,etc).

- The postholder is expected to adhere to the Golden Rules of Safety (transitioning to ‘The 9 Lifesaving Rules in 2020) and the Petrofac Values.
Requirements:
Degree holder in Mechanical Engineering.
Min of 10 years hands-on experience in construction of offshore platforms as a structural construction engineer;
Familiar with stressed skin and stiffened plate fabrication techniques (DNV/European codes).
Experience in the fabrication of Hull / Stressed skin design structure and Topsides for renewable project.
Proficient in AutoCAD.
Commitment to 6 days/ week site-single contractual position based in Pasir Gudang, Johor, Malaysia.
Preferred certification:
CSWP 3.1/ 3.2 or AWS SCWI certified Welding Inspector
ISO 9712 NDE Level II Certification in RT, UT, MT, PT.
NACE Level II Coating Inspector.
