JOB TITLE: HSE Manager (offshore)
KEY RESPONSIBILITIES:
- Maintain day to day management of HSE compliance assurance & training programs and assist in their development.
- Review, monitoring of implementation of HSE compliance assurance & training component of the HSEMS.
- Maintain daily working relationship with other HSE team members, line management and subcontractors in relation of their respective compliance assurance & training compliance programs.
- Continually maintain an appropriate level of awareness, knowledge and preparedness to create a culture that prioritizes effective HSE and balances overall associated costs.
- Review internal HSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments.
- Develop and coordinate the delivery of plans to put in place compliance activity where it is otherwise absent or unsatisfactory.
- Review and report the effectiveness of compliance assurance programs of E&C.
- Conduct HSEMS audits, recommend corrective actions and follow through on HSE areas for improvement.
- Contribute to the HSE lessons learned forum and ensure effective communication of lessons learned and HSE alerts.
- Ensure Corporate Objectives, Policies and Procedures are implemented within designated area.
- Promote opportunities for HSE compliance assurance & improvement within the division.
- Provide regular, reliable reports and data for monitoring HSE compliance assurance performance.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE:
- Bachelor Degree in relevant Engineering OR Science OR HSE discipline (from an institution of higher learning authorized to grant academic degrees in the country of issue)
- Lead Auditor ISO45001/ ISO14001
- NEBOSH IGC or equivalent
- Certification from atleast one professional body (e.g. BCSP, IOSH, BCRSP, CRBOH, NASP, IFE, BOHS, NASP, SocEnv, IChemE, NFPA)
- Incident Investigation technique
- Minimum 12-15 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects / operations in the oil & gas or petrochemical industries, with at least 5 years’ experience in a lead HSE position managing team of HSE professionals
SKILLS AND COMPETENCIES
- Strong understanding of the HSE issues, practices and behavioral aspects in the Oil & Gas EPC business
- Sound understanding of the HSE Management System and HSE legislative requirements
- Competency in SSOW (PTW/ WMS/ Risk Assessment etc.)
- Broad knowledge and experience in audit processes.
- Awareness of H2S hazards and control measures.
- Ability to develop and implement HSE plan, procedures, and site-specific work instructions
- Ability to analyze incidents and apply root cause analysis techniques.
- Able to lead a team of HSE professionals such as HSE Engineers, Sr.HSE officers, HSE officers etc.
- Effective interpersonal, verbal and written communication skills
