JOB TITLE: Instrument Engineer

KEY RESPONSIBILITIES:

  • To provide technical guidance/input and direction to operation asset which follow Petrofac asset integrity framework.

  •  Safety Critical Element Responsible Person (SCERP) for Instrumentation discipline.

  •  Establish integrity program for Safety Instrumented System (SIS) and Fire and Gas System (FGS) based on Safety Integrity Level (SIL) study for all operating assets.

  • Participate in related ORA and MOC associated to instrumentation issues when deem required by the offshore team.

  • Be owner of Operational Technical Query (OTQ) and provided response to raised issue when it is required within stipulated time frame.

  • Develop technical procedures, technical inputs and technical guidance to Assets as required.

  • Interface with asset on regular basis in response to instrumentation issues.

  • Be responsible to assist asset in developing detail scope of work for contract related to instrument maintenance and project and perform procedural review provided by vendor.

  • Ensuring that the AIOS team’s plans and activities are delivered within budget and avoid non-cost recovery.

  • Supporting Petrofac Malaysia’s Health, Safety, Security, and Environment & Asset Integrity (HSSEAI) when it is required.

  • Providing technical support to Emergency Response and Incident Management teams when it is required.

  • To support Assets in internal and external Asset Integrity-related audits.

  • Interface with relevant departmental and authority e.g. supply chain, developing short and long term contract as per PETRONAS guideline.

  • Interface with new development when required e.g. facility improvement and new project as requested.

  • Liaison with appropriate statutory bodies e.g. MPM, SIRIM, when it is required.

  • Involved with routine external and internal audit on periodic basis

  •  Direct participation in work program budget (WPB) preparation and submission

  • Offshore visit to all operating assets whenever required.

  • Good teamwork, active player and have mind-set cost conscious.

  • Capable of developing technical procedure and guidelines.

  • ESSENTIAL QUALIFICATIONS AND SKILLS:

  • A minimum of a Degree in Electrical & Electronics Engineering, Degree in Electronics Engineering, Degree in Instrumentation & Control Engineering or equivalent.

  • Offshore Medical and Survival certificates. 

  • Depth knowledge in safety requirement, rules and regulation for oil & gas in particular when handling operational issues.

  •  Demonstrable of Asset Integrity knowledge and it function to a safety, environment and business perspective.

  • Well verse with flow element – orifice sizing software and control valve sizing software.

  •  Well verse with DCS, SIS and PLC programming/configuration software. 

  • Excellent knowledge in managing instrumentation devices, Distributed Control System (DCS), Safety Instrumented System (SIS), Programmable Logic Controller (PLC) and  Fire and Gas System (FGS) in Oil & Gas or Petrochemical Asset, especially on the operational phase.  A minimum of 5 years related experience is required.

  • Excellent knowledge specific to vendor control system i.e DCS, SIS, PLC and FGS.

  • Excelllent knowledge specific to equipment for various instrumentations used in Oil & Gas industries e.g field transmitters, flowmeters, control valves, actuated valves, vibration monitoring, etc.

  •  Excellent knowledge in principle and technique for pressure measurement, temperature measurement, level measurements, vibration measurement and flow measurements.

  • Excellent knowledge in control theory and application especially related to boiler combustion control, inert gas generator combustion control, gas turbine control system and compressor control.

  • Excellent knowledge and good experience in managing crude oil custody transfer metering system, on both technical and statutory requirements.

  • The candidate must have good knowledge and skill in troubleshooting, provide technical input, provide  technical direction and execute remote support to offshore production facilities.

  • Having knowledge and experience handling issues related to Safety Critical Element (SCE) or similar discipline on Oil & Gas or Petrochemical Asset, especially on the operational phase with minimum 5 years experience.

  • Having good knowledge in hazardous area principle, classification and explosion protection technique.

  • Having good knowledge in Safety Integrity Level (SIL) classification and SIL verification.

  • Having experience in mini or small scale modification project and well verse with the procedure and related engineering documentation.

  • Demonstrable knowledge & skills in HSE, HAZOP, HAZID, risk assessment and management of engineering change.

  • Having knowledge of engineering – design, instrument selection, flowmeter sizing, orifice sizing and control valve sizing.

  • Having knowledge of instrument installation and maintenance.

  • Having good experience in technical and management system audits. A minimum of 3 years related experience is required.

  • Knowhow of PETRONAS requirement e.g. Petronas Procedures and Guidelines for Upstream Activities (PPGUA), Offshore Self-Regulation(OSR) and Process Safety Management (PSM).
