JOB TITLE: JUNIOR CONTRACTS ENGINEER

 

KEY RESPONSIBILITIES:

 

  • Input to and update the Subcontracts plan, ensuring that is it delivered.

  • Support the Well Contracts team in the development of project specific subcontract strategy papers

  • Preparation of Invitation to Tender (ITT) packages, including instructions to bidders, proposal form, subcontract agreement, terms and conditions, special terms and conditions, index and commercial exhibits as appropriate

  • Receive and review all other parts of the bid package to ensure continuity and completeness, including liaison with sponsor departments as directed by the Contracts Specialists.

  • Issue subcontract ITT package to approved tenderers, support the clarification process (including close out of contractual and commercial qualifications) expedite responses, prepare formal commercial evaluation of bids and recommendation to award in support of the Contracts Engineers.

  • Prepare and issue to the selected contractors approved contracts and contract amendments when approved by the Contracts Specialist.

  • Maintain and log all contract/subcontract change authorisations and amendments

  • Where appropriate liaise with legal, tax insurance and compliance to obtain their input into contracts/subcontracts and review with the relevant Wells Contracts Specialist.

  • Support the Contracts Team and Business Services lines to negotiate contract/subcontract terms with suppliers in line with Petrofac Best Practice, relevant Client contract and prepare justification for any significant exceptions for senior management approval

  • Ensure any agreed subcontract position is approved in line with the Delegation of Authority Matrix.

  • Support subcontract terms being drafted ensuring, where appropriate full back-to-back contractual position or escalate accordingly prior to approval.

  • Prepare subcontract approval paperwork (subcontract RRC, and Tender Board paperwork) in support of ITT’s and awards as instructed by the Contracts Team.

  • Gain a full understanding of company procedures and processes and follow these principles in all aspects of the role.

  • Gain detailed Terms and conditions knowledge in all sections of the contracts.

  • Support post contract award contract management.

  • Ensure strict confidentiality of all allocated contracts/subcontracts and ITT processes

  • Support Project Managers and Contracts Specialists in presenting the Company’s position to suppliers and advise managers on their contract/subcontract rights and obligations.

  • Assist in the resolution of contract/subcontract claims and disputes.

  • Support the corporate Supply Chain function in the maintenance of Master Service Agreements.

  • Support the issue, tracking and registering of all Intracompany Agreements, Purchase, Service and Work Orders issued by the Wells Contracts department.

  • Learn and develop the various commercial structures in place and support their use with Petrofac’s supply chain.

  • Undertake Vendor set-up process for new vendors into the Petrofac ERP system

  • Support the creation and upkeep of Consultant Agreements and associated process requirements.

 

ESSENTIAL QUALIFICATIONS AND SKILLS:

 

  • Degree qualified in relevant subject (Law, Management, Business, Quantity Surveying).

  • Not mandatory but knowledge of contract terms is advantageous.

  • Not mandatory but demonstrable negotiation skills are advantageous.

  • Industry insight and basic knowledge.

  • Ability to work independently and have excellent communication and presentation skills

  • Self-starter with drive and the ability to work under own initiative and meet tight deadlines

  • None mandatory but advantageous to have minimum months relevant experience.

  • Entry level role for a candidate with the right personal skills and qualification.
