Lead Asset Integrity Assurance Engineer
Main purpose of role:
The position will need to provide independent assurance that Asset Integrity is managed at operating assets, and comply with all statutory, regulatory and contractual requirements. He/she will act as Petrofac Malaysia’s Subject Matter Expert on the matter of Operating Integrity. This includes acting as an advisor to asset integrity-related matters, custodian of integrity-critical procedures, and executing internal integrity assurance activities.
Key Accountabilities:
· Providing independent assurance that asset integrity (including process safety) of all Petrofac Malaysia's business operations, i.e., Projects, Drilling and Operations & Maintenance, is managed, and comply with all statutory, regulatory and contractual requirements.
· Acting as Petrofac Malaysia's Subject Matter Expert on the matter of Asset Integrity by providing technical advice on matters covering Design Integrity, Technical Integrity and Operating Integrity.
· Management of statutory, regulatory and contractual requirements on Asset Integrity, including keeping track and rolling out of new requirements.
· Localising of Petrofac Group's Asset Integrity Standards into Petrofac Malaysia's procedures.
· Design and lead Petrofac Malaysia's Asset Integrity Assurance Plans, including internal audits.
· Lead internal Asset Integrity-related assurance audits/reviews, including carrying out assessments at offshore operating facilities, drilling facility and fabrication yards.
· Lead or participate in risk assessment workshops, including ORAs and MoCs.
· Review and management of Asset Integrity-related KPIs, including reporting to internal and external stakeholders.
· Participate and review of Process Hazard Analysis and Formal Safety Assessments from design to operational phase of the asset.
· Lead asset’s periodic Safety Case Reviews, including updating relevant studies and assessments.
· Act as formal focal person between Petrofac Malaysia and external stakeholders, e.g., Petrofac Group, PETRONAS and JV Partners on matters associated with Asset Integrity-related audits, including audit actions management.
· Lead or participate in incident investigations.
· Assist Head of Departments in identifying areas for improvement in short and long-term HSE plans.
Knowledge & Qualifications:
· A minimum of a Bachelor’s degree from a recognised university in the discipline of Engineering or similar.
· A minimum of 15 years of experience working in the oil & gas industry, with a minimum of 5 years of experience in the upstream sector.
· A minimum of 10 years of experience in managing asset integrity (inclusive of process safety) of oil & gas facilities.
· Offshore Medical and Survival certificates.
· Certified Functional Safety Engineer (preferred).
· Refining, developing and rolling out procedures.
· Leading gap analysis, reviews and audits, in particular related to the subject of Operations & Maintenance, Asset Integrity Management and Design Integrity.
· Active role in managing Major Accident Hazard (MAH) of operating facilities, including the concept of Case for Safety and Safety Critical Element (SCE) Management.
· Implementation of Asset Integrity Management requirements from International Codes and Standards and PETRONAS guidelines and standards relevant to the discipline of Asset Integrity, e.g., PETRONAS PSM, PETRONAS OSR MS, PETRONAS’s GOFF.
· Lead risk assessment workshops.
· Conducting and formal review of Formal Safety Assessments.
· Implementation and/or management of functional safety management
· Worked in Operations & Maintenance or Asset Integrity Management teams. (preferred)
· Knowledge in EPCC and drilling phase of an asset. (preferred)
· Experience in the usage of Computerised Maintenance Management System (CMMS). (preferred)
· Facilitating Process Hazard Analysis workshops. (preferred)
