JOB TITLE: METERING ENGINEER
KEY RESPONSIBILITIES:
- Shall support contract focal point engineer in all day-to- day activities and act as points of contacts with the individual assets. They will normally be directed and supervised by the contract focal point engineer who is responsible for delivering the contracted service. However, in the absence of direct supervision, the metering engineer will assume some or all the focal point duties supplied to the customer.
- Accountable for providing the day-to-day onshore metering support to facilitate the delivery of planned and corrective work scopes. Provision of first line support in the planning, preparation and execution of work in line with agreed maintenance strategies and regulatory requirements. Applying best practices to each measurement point whilst ensure maximum uptime and system availability.
- Provision of input into discipline budgets for all measurement systems relevant to the asset and responsible for the mobilisation of 3rd party vendors and equipment calibrations as per the agreed strategy.
- Take personal responsibility for safety and adhere to Petrofac’s compliance and safety policies and training.
- Ensure Petrofac Values are applied and adhered to in day-to-day activities.
- Ensuring the compliance and continual operation of all fiscal, allocation and environmental measurement, sampling and analysis systems with legal and/or contractual implications.
- Performing data validation on reported and process data daily, to minimise erroneous or incorrect reporting/measurement.
- Development and implementation of maintenance schedules whilst actively working with asset personnel to ensure the efficient and progressive execution of all work.
- Review and co-ordinate metering spares and materials with primary aim of rationalisation and optimisation.
- The co-ordination and management for the return of all certified and applicable test equipment used in any capacity by the Offshore Measurement Technicians.
- Management of onshore re-certification for Primary and Secondary equipment as per agreed recertification schedules. I.e. Densitometers, Orifice Plates, Coriolis Meters.
- Witnessing fiscal metering calibrations as requested by the client, offshore, at certified calibration facilities or by means of remote witnessing facilities.
- Mobilising offshore as required to accompany third party vendors as required by the client to ensure company interests are protected.
- Organising and planning of all third party vendor visits in alignment with the clients planning processes i.e. Audits, Prover Calibrations, Service Engineers
- Providing effective recommendations for the progression of audit point closures.
- Providing recommendation for the improvement to maintenance routines, schedules and procedures for increased operational execution. Best practices to be reviewed and applied.
- Follow and execute minor projects via the Management of Change (MOC) process.
- Technical review/comment of project documentation in relation to new or upgraded measurement, sampling or analytical systems.
- Attendance of FAT/SAT for new or upgraded measurement systems.
- Provide guidance on relevant measurement standards and codes and practises suggesting improvements necessary to maintain the highest integrity of the metering capability.
- Maintaining all client documentation and maintenance records, calibration certificates etc.
- Foster and develop a continuous improvement led mentality within the team.
- Support delivery of contractual KPIs.
- Provide technical support, direction and setting priorities for offshore personnel ensuring all metering systems are operating to their optimum.
- Manage the metering work orders in the Maintenance Management System (SAP/Maximo) ensuring backlog, order closure and preparation is relevant and up to date.
- Review all asset-metering alarms and log reoccurring issues for operational improvements.
- Approval of metering master configuration when system changes/updates are performed ensuring revision control is implemented.
- Ensure composition data is updated within flow transmitters and flow computers on completion of data review.
- Support and prepare TAR activity work scopes for onshore and offshore.
- This position holds no financial accountability.
- A proven record of accomplishment of working on liquid and gas flow measurement systems and a good working knowledge of their principles of operation.
- Good working knowledge and experience on offshore environment’s and the operation of Fiscal, Allocation and Environmental metering systems.
- Capable of reviewing recertification, operating and maintenance procedures and supervising their implementation.
- Able to monitor and control meter system performance and make technically sound recommendations to offshore and onshore personnel.
- Capable of reviewing and understanding process data in the evaluation of mismeasurements and providing sound justification when required.

- Good working knowledge of relevant flow measurement standards, regulatory guidelines and industry codes of practice (IP, API, AGA, HM, BS and ISO standards).
- Experience of liaising with third parties on behalf of customers.
- Able to produce calculation spreadsheets and trackers for integration with client systems.
ESSENTIAL QUALIFICATIONS AND SKILLS:
- Degree, HNC/HND or equivalent significant experience in measurement industry.
- Few years of experience in oil & gas flow measurement or a related industry.
- High level of numeracy and IT skills.
- Excellent interpersonal skills and the ability to communicate at all levels.
- Team player with proven record of operating within a team environment to deliver operational excellence.
