 JOB TITLE: SENIOR ANALYST - PROCUREMENT

      Main Purpose of the Role:

  • Responsible to plan, develop, initiate and execute the tendering activities, including Pre Qualification, Bidding, Evaluation and award recommendation  in accordance to Petronas Procurement Standard as well as other relevant Petrofac Internal Procedures.
  • Responsible for the management and validation of Change Order request in accordance to Petronas Procurement Standard as well as other relevant Petrofac Internal Procedures.
  • Accountable to lead the distribution of work allocation plan in accordance of portfolio, ensuring business requirement are fulfilled and value is optimised. 

     

     

    Primary Duties:

  • To co-establish the integrated Sourcing plan together with the Procurement Manager.
  • To guide the development of the tender strategy for the Procurement Analyst under the assigned portfolio
  • To lead engagement with internal stakeholder, understanding options and risk associated to the specific MSR assigned.
  • Responsible to lead and provided status update for relevant bi weekly meeting/ schedule meeting with assigned Technical Authority/ department.
  • To execute tendering activities for Strategic Sourcing in accordance to the agreed Strategic Procurement Plan (SPP).
  • To initiate and execute post award related process ie Change Order management based on the requirement of the business.
  • To ensure all required processes are implemented and followed, in accordance to Petronas Procurement Standard as well as other relevant Petrofac Internal Procedures.
  • To ensure timely placement of Purchase Order/ Service Order to minimised operational impact to PMY.
  • To ensure procurement activities were conducted in fairly manner, full integrity and to maintain strict confidentiality of documents throughout the process.
  • To ensure that all strategic sourcing are valid, relevant and pro-actively managed and administrated throughout their life cycle
  • To drives full sourcing activities independently and to prioritise the requirement against the business objectives.
  • To lead the commercial aspects of negotiation in order to deliver the best approach for PMY in short and long term duration.
  • To maintain professional and ethical relationships with contractor and interaction with various auditing authorities in order to eliminate deviations from standards.
  • To ensure transaction in Oracle were conducted in accordance the to the required processes and requirement.
  • To highly participate in identifying the process improvement initiatives and implementation.
  • To perform as the Line of Defense 1 (LoD1) in managing tender activities and self assurance.
  • To ensure all documentation pertaining to the tendering and contracting activities were made available in the depositary location.
  • To develop and implement tactical and operational initiatives for short, medium and long term plans and actions, including Risk Assessment and Interim approach

  • Remain flexible to adapt to changing in circumstances and to absorb different roles or activities as directed by the Head of Supply Chain or as required by PMY
  • Supporting tactical and operational initiatives and short, medium and long term plans and actions
  • Adapts to changes in plans to maximize benefit whilst minimizing risk
  • Develop tactical and operational initiatives and short, medium and long term plans and actions, including Risk Assessment and Interim approach
  • Capable of evaluating vendor selection including negotiation and award of Purchase Order/Service Order within the stipulated timeline.
  • Good analytical and negotiation skills.
  • Cost & process optimisation driven.

     

     

    Academic / Professional Qualification

  • Minimum qualification of Bachelors’ Degree (preferably in Engineering or Business Management).
  • A minimum of 6 years experience in Oil & Gas Procurement, experience in PAC and Project Management environment will be an advantage.

     

  • A strong knowledge of Microsoft Office and Oracle (Fusion)

     

  • A sound knowledge of Petronas Procurement Standard (PPS) aka PETRONAS Tenders and Contracts Procedures (PTCAM).
