JOB TITLE: Senior Construction Engineer (Fixed - term Contract)
KEY RESPONSIBILITIES:
Conduct business in a safe manner, consistent with Petrofac ‘Horizon Zero’ initiatives, which aim to eliminate all incidents within the company and industry.
Develop and execute yearly construction plans of all brownfield projects, including Facilities Improvement Plan (FIP), anomalies rectifications, and fabric maintenance to ensure safe, quality, and timely completion of the construction works.
Coordinate constructability review and provide input to discipline engineers on the design, fabrication, installation, test, and commissioning to ensure compliance with the project objectives.
Develop construction resource plans and schedules as input for a project cost estimate and master schedule development to ensure the submission of yearly Work Program and Budget (WP&B) and Approve for Expenditure (AFE) within the timeline.
Develop construction scope of works, compile Issued for Construction (IFC) drawings, Materials Take Off (MTO), technical documents, project specifications, and other relevant construction documents to deliver quality and timely issuance/award of contract.
Review and analyse the technical and commercial bid proposal to ensure compliance with the project and procurement requirements.
Review, analyse, and endorse the contractor’s construction work pack, including Job Method Statement (JMS), Risk Assessment (RA) and mitigation plan, Test Package, resource loading, and schedule to ensure safe and timely execution/completion of construction activities.
Coordinate with Planning Engineer to ensure the timely completion of detailed schedule preparation.
Coordinate with the Asset Integrated Planning Team to ensure that stakeholders agree with accommodations and integrated activities before mobilizing the workforce to the site/offshore.
Conduct a ‘Construction Readiness Review’ with internal stakeholders and contractors to ensure all the planned construction works are ready before site/offshore mobilization.
Coordinate and follow up with the Lead Project Engineer, Lead Discipline Engineers, and Technical Authority to resolve Site Technical Queries (STQ) and Deviation Change Notice (DCN) raised during the construction phase on time to avoid progress interruption.
Ensure timely communication through daily/weekly/monthly progress meetings with the offshore team and contractor to track and monitor the construction progress and address issues and challenges to ensure safe, quality, and timely completion of construction works.
Analyse and provide construction daily/weekly/monthly progress reports to ensure schedule accuracy and Value of Work Done (VOWD) updates. Develop recovery plans to avoid schedule or cost overrun in case of schedule variances.
Conduct construction lesson-learned sessions for future learning and improvement.
Act as an offshore Construction Site Representative (CSR) to ensure adequate site supervision for safe and quality completion and handover of construction works to Operations Team.
ESSENTIAL QUALIFICATIONS AND SKILLS:
The applicant should possess a bachelor's degree in engineering.
Minimum of 8 years’ experience in offshore oil and gas project planning and execution, construction, and hook-up/commissioning. Candidates with lesser experience may be considered if they meet the core skill requirements should the applications are limited.
Good understanding of project management methods and procedures.
Experienced in offshore Brownfield/Retrofit Projects, Anomaly Rectification, Fabric Maintenance, Operations, and Facilities.
Ability to work with a diverse group of people ranging from technical staff to Subsurface, Drilling, and Operations staff Ability to manage multiple tasks with a high degree of initiative and independence.
Exposure to cost and contract administration is preferred.
Good communication skills, including oral and written reporting. Proficient in English and Bahasa Malaysia.
