JOB TITLE: Senior Engineer - Construction (Civil)

KEY RESPONSIBILITIES:

General:

  • Works to a 90-day look-ahead schedule and directs all field personnel and subcontractors to achieve project completion on schedule, ensuring quality workmanship that conforms to plans and specifications.
  • Ensures all work is executed in compliance with contract requirements, Petrofac Management System requirements, associated procedures, and all relevant national and international standards, as appropriate.
  • Contributes to the development of plans, schedules, and estimates for individual work scopes.
  • Ensures the Go/NoGo checklist is signed off and sufficient Workfront is available prior to subcontractor mobilization.
  • Verifies the subcontractor’s execution plan at an early stage and approves it only if it aligns with Petrofac deliverables (documents and materials).
  • Challenges subcontractor for a more efficient execution plan, in line with the schedule and safety and quality requirements.
  • Prepares and discusses with subcontractor the construction method and sequence of works for critical activities in advance.
  • Initiates scoping sessions with subcontractors to plan activities (be aware of workface planning).
  • Contributes to the construction schedule and 6-week look-ahead, understands the project plans and specifications, identifies and solves problems, orders materials, and schedules inspections as necessary throughout the process.
  • Coordinates with Engineering & PMT to ensure planned activities are constraint-free.
  • Reviews work procedures and method statements for earthworks, concrete works, steel works, road works, etc., ensuring compliance with good work practices and customer contract specifications.
  • Ensures subcontractors are working with the latest issued documents and drawings. Reviews IFC documents and resolves discrepancies, raising technical queries for clarifications on IFC deliverables in coordination with the field engineering team.
  • Implements standardized construction work processes, procedures, manuals, and systems, creating a control system in each specific area.
  • Ensures adequate storage and preservation of equipment and materials before and after installation.
  • Understands the systems turnover plan and sequence, ensuring work is performed accordingly.
  • Takes ownership of "Build Right First Time" (QinC), as nominated by CD/SM. Ensures that all inspection reports are accurate and that all attached documents are up-to-date. Actively participates in quality control inspections for all types of concrete works, earthworks, building architectural works, grouting works, underground services, and structural steel works in line with approved ITPs.
  • Monitors the implementation of PPC (daily progress monitoring). Submits daily progress reports to the line manager.
  • Highlights to the Construction Manager & Subcontractor any areas of concern that might impact project execution in advance. Reviews daily/weekly job progress reports and cost reports, issuing them to line management to ensure progress and manage slippage in coordination with mechanical construction.
  • Coordinates with the Client/QC inspectors for the resolution of site problems.
  • Liaises with other disciplines in the execution of work.
  • Assists site subcontractors in resolving drawing interpretation issues.
  • Reviews inspection test packages during construction activities.
  • Monitors the calibration status and condition of inspection, testing, and measuring instruments.
  • Ensures closure of all RFIs and related inspection/test records (ITRs) immediately after successful completion of each inspection, with minimal or no punch list.
  • Monitors system/subsystem completion in his area based on previously forecasted ITRs.
  • Ensures timely closure of all punch items and assists in the commissioning plan.
  • Attends subcontract/cost awareness sessions and understands the responsibility matrices, BOQ, and preambles of the subcontract. Provides assistance to subcontract teams on payment and invoice clearance in accordance with the BOQ, and manages subcontractor change requests by thoroughly assessing the work in the interest of the company within the framework of the subcontract.
  • Ensures accurate quantity reporting is established and reported.
  • Challenges every Site Instruction based on Ts and Cs and assesses cost impact before approval. Is aware of subcontractor contract Ts and Cs and scope of responsibilities.
  • Conducts monthly reviews of all Site Instructions & Variation Orders (issued, approved, rejected) with the Subcontracts Manager, keeping evidence of requested changes.
  • Immediately reports any cost-affecting inspection results to the discipline lead and highlights these to engineering. Ensures all design changes are captured through the change control process.
  • Coordinates with the subcontractor for the timely closure of Non-Conformances (NCR), Corrective Actions (CAR), Daily Surveillance Reports (DSR), Quality Walkthrough findings, and Construction Observation Form (COF) findings.
  • Ensures construction supervisors and subcontractors are competent, qualified, and certified (where required) to perform allocated tasks.

Discipline Specific:

  • Prepares Inquiry Requisitions to subcontractors for soil and topographic investigation analysis reports.
  • Identifies factors such as soil strength, underground water tables, and other civil works that may influence the design of structure foundations.
  • Reviews technical inquiry requests (Inquiry Requisitions) to vendors, participates in the technical evaluation of vendor bids, partakes in Technical Bid Evaluations (TBE), and reviews vendor drawings and documents. Reviews design calculations and ensures vendor equipment specifications meet client requirements and remain within budgeted costs.
  • Participates in the follow-up of subcontractor survey works, reviews and validates test results, and identifies deviations from original work scope requirements. Incorporates subcontractor investigative reports and Client Project Design Data to frame the Civil Design Basis.
  • Reviews topographic layouts, earthworks/excavation drawings, borehole locations, fencing, paved roads and drainage, underground piping and foundations, architectural and conceptual building drawings, control room layouts, substation layouts, machinery shelters, service platforms, pipe racks, pump foundations, vessel and platform foundations, columns, and other civil/structural drawings.
  • Reviews sizing calculations, concrete design analysis, building design analysis, equipment foundation design, steel structure design analysis, dynamic analysis, finite element and numerical analysis, roads and drainage, HVAC requirements, electrical system requirements, fire detection systems, instrument systems, telecom systems, quantity estimations, and other technical requirements and specifications.

ESSENTIAL QUALIFICATIONS AND SKILLS:

  • 8+ years of civil and structural engineering experience in direct hire construction with an international oil & gas EPC company and with subcontractors.
  • Degree in Civil Engineering or equivalent from an accredited college or university.
  • Familiarity with international codes and standards (BS, ASTM, ACI, etc.), concrete/asphalt mix designs, and laboratory testing of concrete, asphalt, earthworks, and grouting.
  • Working knowledge and interpretation skills of building sectional/reinforcement and structural steel drawings.
  • Ability to solve civil, building, and structural issues on site and provide guidance to subcontractors.
  • Training in lifting and scaffolding supervision (preferred).
  • Preference will be given to candidates who meet the following criteria:
        - Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa.
        - Prior experience working with a diverse international workforce.
        - Good communication skills.
