JOB TITLE: SENIOR HSE ADVISOR

 

KEY RESPONSIBILITIES:

  • Plan and implement PMY HSE programmes and plans, incident lessons learnt to achieve a high level of HSE in all areas of operations; conduct risk assessment activities and assurances to enhance level of HSE awareness and inculcate HSE culture aimed at achieving high HSE performance standard.
  • Specifically, plan and execute emergency response programmes aimed at enhancing emergency response capability and preparedness, with a view to preventing and/ or minimizing harm to people, environment, asset and company reputation.
  • Cross – HSE functions – To plan and facilitate the implementation of other areas of Health, Safety, Security, Environment and Integrity Assurance (HSSEIA) hence increase knowledge & skills within other areas of HSE for professional HSSEIA career progression.
  • Business Continuity Management – To plan and facilitate the implementation of Business Continuity Plan aimed at providing business continuity capability and preparedness that can ensure minimal interruption to Petrofac’s services.
  • The position are accountable to but not limited to:
  • Implement annual HSE Programmes, by taking into account the various operational activities and needs, to enhance level of HSE awareness and inculcate HSE culture aimed at achieving high HSE performance standard.
  • Provide advise to line personnel, including Contractors, on HSE matters, to ensure that the conduct of activities is in full compliance to Company and regulatory requirements.
  • Participate, in PMY-HSE led HSE Risk Assessment and ensure accurate assessment of risk posed, and that adequate control and recovery barriers are identified. Thereafter, participate in the preparation/ review of HSE Risk Assessment Report and gain acceptance from line management on adoption of recommendations.
  • Participate in incident investigation, ensuring that the incident investigation process is carried out in accordance with PMY Incident Investigation & Reporting Procedures, to ensure consistent and structured incident investigation and accurate identification of incident causation.
  • Participate in the carrying out of Internal HSE assurance (HSEMS Self-Assessment, Active Monitoring, etc.); analyse assurance findings, and recommend required HSE controls to ensure safe conduct of activities.
  • Implement annual Emergency Response Training Plan including Business Continuity Plan, to ensure timely and systematic execution of emergency preparedness activities and maintain a high level of emergency capability and preparedness throughout the Company.
  • Develop and/ or maintain the Company, Assets and Work Sites' Emergency Response Plans, conforming to PMY Guidelines on Emergency Response & Crisis Management, for effective management and response to emergencies, preventing and/ or minimising harm to people, environment, asset and company reputation.
  • Execute, in collaboration with PIMMAG, Oil Spill Response Exercise, including providing inputs in the preparation of the training modules, to enhance the oil spill response capability and preparedness of the Oil Spill Management and Response Teams.
  • Maintain the Company's IMT Room (IMT) including appropriate manning and state of readiness of emergency related facilities, to ensure preparedness of Incident Management Team.
  • Coach, mentor and guide staff and conduct periodic performance review. Counsel/motivate staff to instill right mindset, behaviours and values to attain high performance standard.
  • Communicate and interpret the objectives and provisions of the Petrofac’s Codes of Conduct (COC) and HSE policies to all levels of staff. Undertake appropriate mitigation/intervention programmes and sustain high staff discipline and industrial harmony.
  • Develop and maintain working relationship with Oil Gas Company, partners and other stakeholders i.e. local, state and federal officials in order to keep up to date on current issues faced by the Company within HSE scope.

 

 

ESSENTIAL QUALIFICATIONS AND SKILLS:

  • Bachelor’s Degree in Engineering, Health, Safety and Environmental (HSE), or equivalent with a minimum few years of working experience in oil and gas industries, preferably in the Upstream sector.
  • Bachelor’s Degree/Master’s in Emergency Response & Planning (or pursuing) or any other relevant training or certification will be an added advantage.
  • Experience in developing HSE management systems following ISO 45001 / MS 1722, ISO 14001 standards and Oil and Gas Governing Standards.
  • Execute, implement and monitor medium- and long-term HSE management system (HSE MS) plans and revise plans as appropriate.
  • Provide HSE technical expertise, strategic leadership, and support for dedicated Petrofac Malaysia facilities, departments (including all acquisitions) as well as supporting the HSE legislative compliance issues and able to conduct incident investigation using various methodologies.
  • Improve HSE performance through coaching and mentoring and HSE assessment.
  • Senior HSE Advisor must adhere to legislative and standards. Analyse and evaluate common HSE issues in setting up objectives, plan and programs.
  • Maintain consistency in all Assets & Projects HSSEIA function with direction from PMY, IES and Group Standards. Provide competent advise on HSE issues in accordance with company’s procedure and legal requirements.
  • Comprehensive understanding in internal emergency response procedures and stay abreast to the changes in government regulations pertaining to emergency plans, evacuation plans, and safety requirements. Constantly monitor activities that could result in a disaster i.e. seasonal floods, weather reports, incident trends, etc.
  • Ensure internal personnel are aware of the emergency plans for facilities and conduct exercises periodically to ensure competency. Uphold and protect the Company’s reputation and only reveal information as per the company’s instructions.
