JOB TITLE: SENIOR OFFICER - LOGISTICS
Key Responsibilities
Plan and coordinate the mobilization and demobilization of project materials, plant, and equipment from vendors' facilities to project locations in accordance with approved logistics plans, project schedules, required-on-site dates, applicable regulations, and budget requirements.
Primary Duties
· Gather information from project execution, procurement, expediting, vendors, clients, and site teams to prepare and maintain the detailed project logistics plan.
· Coordinate with project, procurement, expediting, shipping, and site construction teams to ensure materials, plant, and equipment are mobilized and demobilized in line with project schedules and required-on-site (ROS) dates.
· Develop and regularly update look-ahead shipping, customs-clearance, and delivery plans for each shipment.
· Coordinate shipment priorities and urgent requirements with the site team and communicate them to the relevant freight forwarder, customs-clearance agent, and office stakeholders.
· Plan cargo consolidation wherever practicable without adversely affecting delivery schedules or project priorities.
· Coordinate with local suppliers to support on-time delivery of materials and equipment.
1. Freight Procurement, Routing, and Cost Control
· Support the selection of freight forwarders and shipping contractors by preparing requests for quotation (RFQs), obtaining offers, preparing bid tabulations, participating in evaluations, and recommending suitable service providers in accordance with delegated authority.
· Coordinate with vendors and logistics service providers to identify suitable and cost-effective transport routes for materials, plant, and machinery.
· Issue collection instructions to freight forwarders and shipping contractors in accordance with approved collection schedules.
· Monitor freight costs against approved budgets, investigate variances, and provide timely cost and status updates.
· Prepare freight-cost estimates and logistics execution-plan inputs for tenders and proposals.
2. Shipment Execution, Customs, and Documentation
· Coordinate with vendors to obtain complete and accurate shipping documentation that complies with contractual requirements and the destination country's customs regulations.
· Receive, verify, record, and forward original shipping documents to the appointed customs-clearance agent within the required timeframe.
· Track shipments from collection through customs clearance and final delivery, escalating actual or potential delays and implementing recovery actions where required.
· Coordinate with site teams, customs-clearance agents, and freight forwarders for delivery, loading, unloading, storage, and the return of empty containers.
· Maintain accurate shipment records and update the Material Management System, shipping module, and status reports.
3. Cargo Condition, Claims, and Service-Provider Performance
· Report overages, shortages, and damages and issue the applicable overage, shortage, and damage (OS&D) report.
· Recommend corrective action when cargo is received with damaged or inadequate packing.
· Maintain damage records and prepare cargo-insurance declarations and supporting documentation as required.
· Monitor freight-forwarder and logistics service-provider performance to ensure compliance with contracts, procedures, instructions, regulations, and agreed service levels.
4. HSE, Team Support, and General Responsibilities
· Comply with and support the implementation of applicable health, safety, security, and environmental procedures.
· Participate in the recruitment, onboarding, training, and development of logistics personnel, as required and within delegated authority.
· Perform other related duties and responsibilities assigned by the reporting manager.
2. Core Competencies and Skills
· Strong planning, coordination, organization, monitoring, and problem-solving skills.
· Effective written and verbal communication, stakeholder-management, and negotiation skills.
· Sound knowledge of international and domestic shipping procedures, applicable transport regulations, customs-clearance processes, and shipping documentation.
· Thorough working knowledge of the current edition of Incoterms, bills of lading, letters of credit, cargo insurance, and standard banking practices relevant to international trade.
· Working knowledge of contract and procurement processes, including RFQs, commercial bid tabulations, service-provider evaluations, and freight-cost control.
· Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint, together with common database, material-management, email, scheduling, and project-management applications.
· Ability to work across multiple projects and priorities while maintaining accurate records and meeting critical delivery dates.
Essential Qualifications and Skills
1. Education
· Bachelor's degree in Logistics, Supply Chain Management, Business Administration, Engineering, International Trade, or a related discipline.
· Professional certification in logistics, supply chain, or procurement, such as CILT, CIPS, or an equivalent qualification, is preferred.
2. Experience
· Minimum 10 years of progressively responsible logistics experience, including at least five years in the EPC, oil and gas, energy, petrochemical, or heavy construction industry.
· Demonstrated experience coordinating international and domestic transportation by road, sea, and air.
· Practical experience in project logistics planning and execution; freight-forwarder sourcing; RFQ preparation; bid evaluation; customs clearance; shipping documentation; freight-cost estimation; budget monitoring; and proposal preparation.
· Experience managing the mobilization and demobilization of project materials, plant, equipment, oversized cargo, heavy-lift cargo, and other project cargo.
· Experience supervising or guiding logistics personnel and managing freight forwarders and other logistics service providers.
