JOB TITLE: TECHNICAL AUTHORITY - ROTATING EQUIPMENT
MAIN PURPOSE OF ROLE:
To act as Petrofac Malaysia’s Regional Operational Technical Authority for the discipline of Rotating Equipment under the Production Operations department
KEY RESPONSIBILITIES:
- Acting as a focal point between Production Operations and other departments on matters related to Operating Integrity for the discipline of Rotating Equipment.
- The appointment and management of an effective and competent ROTA structure to support SCE Management.
- Ensuring that the O&M team’s plans and activities are delivered within budget and minimise non-cost recovery.
- Ensuring a competent onshore technical support team in disciplines relevant to Petrofac Malaysia’s Assets and production operations.
- Supporting Petrofac Malaysia’s Health, Safety, Security, Environment & Asset Integrity (HSSEAI) function in the development and roll-out of Asset Integrity-related procedures relevant to Petrofac Malaysia’s production operations in order to ensure that the Company achieves its Asset Integrity objectives.
- Participation in the Management of Change (MOC) process.
- Participate and/or lead (if necessary) HIRAs, including Risk Assessments and Operational Risk Assessments (ORAs).
- Maintaining an overview of current technical challenges encountered by Petrofac Malaysia’s Assets and communicate as appropriate.
- Supporting the Management Team in improving business processes and procedures.
- Acting as the Technical Authority on relevant Petrofac Malaysia Asset Integrity procedures.
- Providing technical support to Emergency Response and Incident Management teams when it is required.
- To support Assets in internal and external Asset Integrity-related audits.
Responsibilities as a ROTA:
- Leading the Rotating Equipment team in the management of all offshore rotating equipment including Gas Turbine Generators, Gas Compressors, Pumps, etc. to ensure units are maintained in accordance with operational requirements to maximise uptime.
- Approve the required SCE Performance Standards documents and endorse the resultant Planned Maintenance Assurance (PMA) routines.
- Periodic site inspection and audit of the assurance activities to provide verification of the effectiveness of the SCE Management process.
- Endorse any proposed deferral of Safety Critical PMA or CM activity beyond their original scheduled due date.
- Endorse any proposed temporary repair to SCE relevant to the discipline.
- Endorsement of any ORA's raised related to SCE relevant to the discipline.
- Endorse proposed resolution for any Remedial Action Recommendation (RARs) from regulatory or client audit and any proposed deferral from scheduled date.
- Review and approval of any changes or modifications which impact the SCE to safeguard the integrity of the operated asset and ensuring risks continue to be controlled.
- Endorse the SCE Annual Suitability Review Report, fitness for purpose assurance statements and recommendations for improvement.
- Assess the technical competence of the appointed SCE Responsible Persons.
- Review and ensure implementation and compliance with current Integrity Assurance processes and procedures.
ESSENTIAL QUALIFICATIONS AND SKILLS:
- A minimum of a Bachelor’s degree from a recognised university in the discipline of Mechanical Engineering or similar.
- Registered as engineer with Board of Engineer Malaysia (BEM).
- Vibration Analysis Certification Level 1 (minimum)
- Minimum of 15-year experience working in the operational phase of an Oil & Gas asset.
- Proven experience in leading a team of engineers. The candidate must have extensive experience in a technical support role for offshore Oil & Gas facilities.
- International Codes and Standards and PETRONAS guidelines and standards relevant to the discipline of Rotating Equipment.
- Broad understanding of relevant practices in operating and maintaining the reliability of all rotating equipment including various types of pumps, compressors, turbines and mechanical seals.
- In-depth knowledge of rotor-dynamics, condition assessment, performance monitoring, preventative maintenance, repair and overhaul of one or more or the above-mentioned rotating equipment, troubleshooting and diagnostic of vibration-induced machinery issues.
- Conduct performance analysis and/or Fit-for-Service assessment and identify existing major rotating equipment required for replacement.
- Develop the rotating equipment repair scope for all outages, as well as major and turnaround maintenance events.
- Develop technical documents and provided technical training in field of expertise and provided technical support to the asset operations team.
- Experience in conducting internal or external technical audits and reviews.
- Involve in Major Accident Hazard (MAH) Management, including the concept of Case for Safety and Safety Critical Element (SCE) Management.
- Develop Reliability Centred Maintenance (RCM) strategy for operational assets.
- Acquire skills in developing condition-based maintenance strategies and plans.
- Perform Root Cause Failure Analysis (RCFA).
- Provide specific guidance and motivation to drive the development of a ready pool of capable and competent employees to best support the business growth and operational needs.
- Extensive experience in the usage of Computerised Maintenance Management System (CMMS).
- Experienced in working with supply chain department in setting up long-term maintenance and service contracts for rotating equipment.
- Excellent communication, presentation and technical report writing skills.
- Ability to work under pressure and manage multiple activities & awareness of live plant work constraint.
- Strong organization skills with an ability to prioritize competing assignments.
- Proven ability to meet deadlines.
- Ability to provide technical information and able to undertake effective fault-finding solution.
- Broad understanding of relevant processes, plant and equipment related to rotating equipment discipline.
- Excellent understanding of reliability methods and applications.
- Detailed knowledge of planned maintenance schedules.
- Able to provide accurate input on CAPEX/OPEX budget and take ownership of the preparation and management of the Rotating Equipment yearly budget (WP&B)
